PARIS — A L’Oréal-owned factory manufacturing Biotherm cosmetics in Monaco, a French principality, will be shut down in March 2011.

L’Oréal said production of the cosmetics brand, which was founded in Monaco in the Fifties, as well as those for Helena Rubinstein, will be integrated into an existing L’Oréal plant in Sicôs, in the north of France. Its research activities, meanwhile, will move to Chevilly-Larue, also in northern France.

L’Oréal said it will make the move because local conditions and laws mean the company cannot improve the factory enough to maintain its competitive edge.
