LONDON — Despite economic confidence in the euro zone increasing more than economists’ forecasts in September, adding to signs that the single-currency bloc’s recovery is gaining momentum, the region’s major markets were down during mid-morning trading on Friday as concerns about the U.S. budget and debt ceiling remained.
