BLUE’S CLUES: What sparkles, has blue hair and says whatever’s on her mind? Katy Perry, of course. The singer, among VIP guests at a dinner celebrating Karl Lagerfeld’s fourth collaboration with Italy’s Hogan, swept into La Maison du Caviar Thursday night and unleashed her charm offensive. Introduced straight away to Condé Nast International honcho Jonathan Newhouse, she held out her hand and purred: “Newhouse, much better than old house!” Asked about her sexy, curve-hugging dress, glinting with gold sequins, she said: “It’s either Vegas hooker or Balmain. It’s the first time I’ve worn them, and after they read this quote, it might be the last.”

Besides her skimpy dress, Perry’s ring was another conversation starter: a miniature syringe, the needle and plunger stretching across her delicate fingers. “It’s diamonds and rubies,” she said. Its designer, Markus Molinari of J.Molinari, was also at the party, proudly sporting a vintage Lagerfeld chair brooch on his lapel.

Perry gamely signed autographs for editors’ daughters, and said she planned to “peacock a little bit” in Paris, catch up with friends, and probably take in a few fashion shows. Also dining on the paper-thin smoked salmon were Diego Della Valle, Andrea Della Valle, Daphne Guinness and Bérénice Marlohe, who is to appear opposite Daniel Craig in the next James Bond film, “Skyfall.”
