VOSS LEAVES DOLLAR: Rob Voss has resigned as executive vice president of Dollar General, a Nashville, Tenn.-based discounter. The company said it does not have plans to name a replacement at this time. Voss, who had been with DG a year, was previously president of the GrandPa's discount chain in Brighton, Mo. When he signed on with DG, the idea was to decide after about a year whether he would become its president.
"The dollar-store culture is very different from the discount-store business," he said in a phone interview last week. He noted that dollar stores cater to a more budget-conscious consumer.
"I think [Dollar General] wanted someone more in line with that mindset."
He added that he plans to start a marketing company to work with manufacturers in developing products for the various retail formats. "Manufacturers can serve the dollar industry, warehouse clubs and the discount segment, but not all with the same product," he said. "They need to differentiate between the types of stores."

KMART'S FASHION CHIEF: Kmart has named Connie Marsh director of fashions and product development in its women's fashions division. She succeeds Dina Tenser, who left in June to join Hanover Direct, a mail-order company in Weehawken, N.J.
Marsh joined Kmart in February 1993 as a designer in women's fashions. Previously she held posts with Harold's Inc., Maison Blanche and The Limited Inc. She reports to Bob Moore, divisional vice president of import sourcing.

BIG QUARTER FOR MAC FRUGAL: Mac Frugal's Bargains-Close-outs Inc. reported second-quarter earnings jumped 23.4 percent to $2.5 million, or 9 cents a share, from $2 million, or 7 cents a year ago.
Sales for the quarter ended July 31 gained 15.2 percent to $133.7 million from $116.1 million.
The company, headquartered in Dominguez, Calif., operates 256 discount stores in 12 states.

INSIDE OUTLETS: There are no signs of letup in the fast-growing outlet business. Eddie Bauer, a unit of Spiegel Inc., will open a unit at the Horizon Outlet Center in Edinburgh, Ind., in November.
Designs Inc., operator of Original Levi's Stores, opened two Levi's Outlets this month--one each in Grove City Factory Shops, Mercer, Pa., and in Huntley Factory Shops, Huntley, Ill.
