NEW YORK — Summer’s dog days have never interfered with the downtown set’s passion for accessorizing. The idea is to carefully create a devil-may-care, funky look that’s meant to appear effortless. Flowing skirts or dressed-down fancy skirts are worn with flip flops and cut-up T-shirts or tanks, while rough-around-the-edges tops turn up with more polished bottoms.
