Quotas on imports of textiles and apparel from Vietnam took effect May 1. For the first year, the Commerce Department is prorating the quota allotment for the last seven months of the year. Imports out of Vietnam showed explosive growth early in the year, which has led many importers to expect several categories to embargo before the year’s end, with some categories embargoing as early as this summer. Imports prior to the agreement taking effect this month are not counted against this year’s quota allotment.
