At the end of May, eight countries had consumed more than 59 percent of their total quota allocation for the year in 10 categories. China and Macau quickly filled their swimwear quota categories to more than 70 percent, though it is too early to tell whether those categories will embargo since swimwear is seasonal and shipments could slow down substantially after summer, according to Donald Foote, director of the agreements division at the Commerce Department’s Office of Textiles and Apparel. But the United Arab Emirates, Bangladesh and Myanmar all had high fill rates in the trouser and shorts category, which is not as seasonal and could embargo before the end of the year.
