DOGGY DEAL: Could Dog Generation, the purveyor of fragrances for posh pets, be about to ink a deal with a new investor? Rumor has it that the Paris-based firm, responsible for scents including Oh My Dog and Oh My Cat, is in negotiations with numerous companies. The bark on the street is that a deal may be clinched as early as January 2003. Dog Generation executives could not be reached for comment.

EC LEGISLATION: In 2003, the European Commission will ban three phthalates, chemical additives used as emulsifiers in some beauty products, among other goods, in its member states. The EC is also looking into the mandatory labeling of 26 potentially allergenic fragrance ingredients.
STOCK WATCH: L’Oréal has souped up its financial Web site for stock watchers on the move. Starting this week, visitors to its Web site can download L’Oréal financial news, figures, data, past share price performances and other information onto their personal digital assistant terminals.
