Below-zero temperatures? Not to worry. Designers are making sure the fashionable girl is ready with a series of cozy hooded looks, fluffy parkas and lots of fur trims. While the coat sector has gone through many cycles in recent years, no factor has figured greater than the mild winters of late. Even this year, coats caught a break with an old-fashioned winter chill, only to be stymied by the tepid economy, which saw unit sales drop about 17 percent for the $3.5 billion sector.
