HIGH-LEVEL TALKS: Oh, to have been a fly on the wall. Luxury goods titan Bernard Arnault, the richest man in France, had an audience Wednesday with France’s new Socialist government, whose campaign promises included a 75 percent tax rate for incomes over one million euros, or $1.3 million.
