China Fights Back on Paper

China brought a World Trade Organization case against the U.S. challenging a policy change that allowed for countervailing duties.

WASHINGTON — China brought a World Trade Organization case against the U.S. on Friday, challenging a Bush administration policy change in March that allowed for countervailing duties against the non-market economy on glossy paper.

Such duties are intended to counteract the affect of subsidies in the foreign country and represent an opportunity to make imports from China more expensive and thus less competitive. Should China win a WTO case against the U.S. it could retaliate by increasing its own duties.
