E. Scott Beattie, chairman of the Personal Care Products Council and chief executive officer of Elizabeth Arden, shares the council’s key priorities for the year ahead.
• Negotiating with the FDA: We will continue our negotiations with the Food and Drug Administration to help modernize the federal regulatory environment as it pertains to cosmetics. We spend a lot of time working with Congress and FDA to modernize the regulatory framework in the U.S. It is so important, because it provides all of us with clarity and understanding in how to operate, and provides guidance in terms of a state structure, so that there’s some level of preemption that allows FDA to play the role it should.
• Supporting Free Trade Agreements: The negotiations for the Trans-Pacific Partnership Agreement are hopefully in the final stages. The exciting part for us is it contains the first-ever cosmetics annex that provides a level of base regulation and eliminates duplicate regulations and really promotes international standards and addresses some of the technical trade barriers we have been challenged with. As well, the White House has been trying to fast-track the negotiating status of the Transatlantic Trade and Investment Partnership, which would provide the same level of coordination and alignment between the U.S. and Europe. If we can do both agreements, it essentially deals with the vast majority of the world beauty market and would create a de facto standard for the rest of the world.
• Celebrating the 25th Anniversary of Look Good Feel Better: This global program has helped more than a million-and-a-half women worldwide since its founding, and remains a key priority.
