Norman Matthews, former president of Federated Department Stores and chairman of its Gold Circle division, has been appointed chairman of The Children’s Place Retail Stores Inc. He succeeds Sally Frame Kasaks, former chief executive officer of Pacific Sunwear of California Inc., The Talbots Inc. and AnnTaylor Stores Inc., who’d served as acting chairman and lead director since January 2007 and will continue as a director of the 942-unit retailer. Matthews joined Federated’s Gold Circle division as chairman in 1978 and became corporate executive vice president in 1982, vice chairman in 1984 and president in 1987. He’s been a director of Children’s Place since March.
