BOSTON TAKES A STAND: Union shop owners and labor leaders plan to unveil the Contractors Association of Boston today. A non-profit organization, it has been set up to strengthen and promote the city’s garment industry.
A labor-management committee will also be formed. Jerry Rubin, director of the Greater Boston Manufacturing Partnership, which helped fund a study that led to the formation of the contractors association, said the organizations will work together to revive Boston’s ailing garment industry.

HALMODE ENGULFS DECORP: Kellwood Co. has realigned its Dallas-based Decorp dresses unit, which will now operate as a division of Halmode Apparel. Halmode, a multi-label dress and sportswear company, was acquired by Kellwood in September 1994. It markets five popular-to-moderate-priced dress subdivisions, as well as four maternity and uniform units.
Decorp, which includes such labels as Sabino, Amato, Go Vicki, Decorp Sport and Terri Ellen, was acquired by Kellwood in 1990.
Robert W. Adler, chief executive officer of Halmode, and Jay Diamond, president, will be responsible for the overall direction of Decorp, the company said. Decorp’s operations for QVC production will continue to be based in the Dallas area, but other Decorp operating activities will be moved to Halmode’s sales, production and distribution facilities in New York and Roanoke, Va.
As part of the restructuring, the company laid off about 60 people in the Dallas area. James E. Coyle 3rd, the former president of Decorp, will continue with the division, working in sales and marketing.

ETKIN’S BRAND ENTRY: Etkin Ltd., Scottsdale, Ariz., is getting into the branded knitwear business in the U.S. Etkin has been selling knitwear to Europe and manufacturing private label.
Ishik Chamoglu, the president and designer of Etkin, whose family-owned factories in Turkey will manufacture the looks, said she hopes to do about $1 million wholesale in the first year. The spring collection includes wool and Lycra spandex capes and a wool bouclA vest, jacket and pants ensemble.
For summer and early fall shipping, Etkin is featuring cotton or linen blended with acrylic.
