HOUSE EXTENDS NET TAX BAN: The House of Representatives on Tuesday passed by voice vote a two-year extension of the moratorium on taxing Internet access or implementing any other user fees in cyberspace. Traditional retailers had hoped the measure would also contain a provision allowing states to start collecting Internet sales taxes, an issue they plan to push again in 2003, when the moratorium on user fees is next up for renewal.
