NET FEES AHEAD?: The three-year moratorium on Internet access taxes expired Sunday. And although the House voted last Tuesday to extend the ban, don’t expect the Senate to pick up that ball and run with it. Sen. Byron Dorgan (D., N.D.) plans to block any vote on reinstating the moratorium unless such a measure would give states the OK to collect Internet sales taxes, a move strongly advocated by the brick-and-mortar set, but held up by the complexities of a tax system that comprises more than 7,500 different state and local jurisdictions.
