PENNEY’S BOARD: J.C. Penney Co. Inc. named Ann Marie Tallman to a new seat on its board effective May 19. Tallman, 42, is an attorney who most recently served as president and general counsel of the Mexican American Legal Defense and Educational Fund. She has been involved with the Latino community for almost 20 years and was a founding board member of Hispanic PAC USA, a political action committee that supports Hispanic candidates. Tallman has also worked in senior management positions with Fannie Mae and for the city and county of Denver.

JOINING PALMER: Kirk Palmer & Associates Inc., the executive search firm specializing in the retail and apparel industries, has named Jaimee Marshall as a senior vice president. Marshall was director of business development for Fairchild Fashion Group, a division of Condé Nast Publications and publisher of Women’s Wear Daily. She joined Fairchild in 2001 to launch, worked on Fairchild Summits and subsequently was involved in special projects for the chief executive as well as foreign licensing, syndication and archives. Marshall began her career in 1985 with Escada, where she rose to vice president of marketing.
