TAUBMAN SETS PARTRIDGE CREEK ANCHORS: Taubman Centers Inc. has nabbed Nordstrom, Parisian and MJR Theatres to anchor Partridge Creek Fashion Park, an open-air shopping center Taubman is developing in Clinton Township, Mich.

The 600,000-square-foot center is scheduled to open in fall 2007, with Nordstrom opening in spring 2008.

Partridge Creek Fashion Park, located on a 55-acre site along the south side of M-59 between Garfield and Romeo Plank, also will feature sit-down restaurants and up to 90 specialty retailers.

EXEC CHANGES AT MILLS: The Mills Corp. said Kenneth Parent will retire as chief operating officer on April 1 and his responsibilities will be dispersed among other executives on the team.

The company also said Tom Frost will retire as executive vice president on Dec. 31, and that Gordon “Tad” Glenn has been named executive vice president and general counsel. Glenn is already in the new post.

Glenn had been general counsel of The Rouse Co., which was taken over by General Growth Properties Inc. During his 22 years at Rouse, Glenn was responsible for a wide range of activities, including legal oversight of the company’s development and redevelopment activities, acquisitions, corporate compliance and securities law matters.
